The Sound Of Power

I boat in
the Lake Simcoe area and own a 1993 Monterey 205 Cuddy sport boat.
It's powered by a 5.7L MerCruiser and has the original thru-hull
exhausts which exit under the swim platform.
A neighbour at my cottage is upset with the noise
of my boat. I am trying to respect his concerns but I would like
to know what my rights are?
While the boat is factory, without modifications,
would it not be within the acceptable noise range allowed by law?
What is the law surrounding exhaust noise?
I am trying to find an inexpensive way of quieting
the boat. But, regardless of my options, I would have to spend $1000
for a silencer or re-direct the exhaust through an OEM "Y" pipe
under the water. This is not affordable for me at this time.
I was thinking of using a four-inch sewer pipe
and bolt it to where the flaps are on the transom and re-direct
the exhaust 45 degrees into the water? Would I damage the engine
with backpressure? Would I place this right over top of the flaps
or could I take them off?

STEPPING UP
What is the down side of the new stepped hulls? I'm looking at
two 22-foot Donzis. One model is new with a stepped hull and powered
by a MerCruiser 350 MAG. The other model was built in 1997, the
year before they went to the stepped hull. It's powered by a MerCruiser
454 MAG.
The used boat has less than 100 hours on the
meter and is $20,000 less than the new Donzi. Can the new hull be
that much better? Also, Donzi stopped putting the big block in the
22, so there might be some value there to consider.
